I think it is problem
I think it is problem solving as the problem is clearly defined which is budget cut and which functionality to remove, you and customer discuss the different options and then finalize the scope.
This is facing and solving the problem directly

Generally compromise is a lose - lose situation. In this context it seems like problem solving is right answer, Conflict resolution is generally between individuals , here there is no conflict in first place, the question itself is ambigous and confusing. Avoid such sources.

Its a mock question
The answer is given as "Compromise".
"Problem solving" would be to fast track enough to complete the full scope with intact cost.

The scope is lost only coz
The scope is lost only coz the buyer has cut the budget, so it was buyer's wishto cut the budget. I think as Admin said probably you should avoid such sources..this question is not very clear and not a good one and in the exam you wont get such questions
