Project Charter question

I have a doubt:
Project Charter is finished and approved, what you should do NEXT?
A. Identify Stakeholders
B. Develop Project Mgmt Plan
C. Realize Kick-Off Meeting
I think its B because when Project Charter approved you can start developing the project mgmt plan and Identify Stakeholders output (Stakeholder Register) should already be done.

Not all stakeholders would have been identified , First you identify stakeholders, then invite them for kickoff meeting and then start working on PM plan

Ok thanks, I had the confusion because on page 129 of the Rita Book 8th edition the figure 4.2 says "The project manager helps identify stakeholders and documents the charter" -> "sponsor signs and issues the charter" -> "project manager and team develop the project management plan".
I know the project charter contains information about stakeholders but the process of identifying stakeholders (in initation) should be finished first before starting developing the project plan or when you have the project charter finished and approved is because the stakeholders were already identified (like developing the project charter and indentifying stakeholders in parallel)?
