Should Project Manager motivate the worker of contractor?

Assume the contractor's worker salary is not pay well, and the job falling behind schedule.
So the project manager found some fund in the budget to buy some coffee and pizza for the contractor's worker.
Is it good to do this?
The Answer is Yes, but i wonder 2 things.
1. Does the contractor's worker are stakeholder?
2. Due to the contractor has their own company policy, so Project Manager manage the worker is to go beyond his authority?

The contractor's worker is definitely a stakeholder.He can impact and is impacted by the project
And for the pizza and coffee,I think the project manager has misunderstood the Herzberg theory!!
I think these levels of interaction and authority project manager have over the contractor will be mentioned in the contract terms and conditions.
