Can anyone tell me why is answer c for this and not b?

The most critical activity is definitely getting formal-sign off.It shows the customer has accepted all the project deliverables.

Think in this way.Suppose we get the formal sign-off and doesnt ensure all PM processes are complete.The project is still complete

But until we get the formal sign-off,project is incomplete.

The keyword is "closing"

You need "sign-off" than toward to "closing".

I also got in this trap between "closing", "closed"

a) and c) are involved in Validate Scope. We get full acceptance on completed deliverables BEFORE we can close the project as Accepted Deliverables is an input to Close Project/Phase.

Because of this I disagree with the explanation for c). The CUSTOMERs side of the project would be complete when they accept the deliverables but that doesn't mean the project is complete.

D and A are also done.....however the closing is incomplete without the formal sign off

That is what closing is all about. The final sign off from the customer/sponsor.
