The explanation is given on why he is Project expediter. Anyone who comes out of change control meeting may not be a CCB member. Moreover PM will not ask a CCB member to do documentation , so amongst the given choice D is the best answer.

Project Management and Expeditor
The hint in this statement is that John was assigned to a project and the PM directs him to fill out the paperwork. John has no authority here he is an expeditor. He would only be expediting the change through and making sure the necessary paperwork is done. This is a matrix organization and hierarchal.

Role Clarification
For the purpose of the exam,
a) I would stay away from a role that indicates there are 2 PMs in a project. A Coordinator would be in charge of the project in a Weak Matrix organization. Since there's already a PM, so it isn't logical there would also be a Coordinator.
b) A CCB member would advice the PM as to the best course of action, not act on the changes.
c) Use caution when you see the word PROGRAM. In the PMP exam, a Program Manager has a definite role and would not be assigned tasks by a PM.
d) The explanation provided is very clear.
