Unhappy team members

In a scenario when team members become unhappy due to work conditions and start complaining to Project Manager, is it his/her responsibility to deal with it or she/he should send them to HR department, for example, and let them deal with it? I assume it depends on organization structure. Any comments?

First you should know the
First you should know the reason for unhappiness. if its within your control you should resolve. There is no general rule that team members who are unhappy should be dealt with by HR.

Assuming the reason for
Assuming the reason for unhappiness is because of additional travel time due to workforce relocation to new office, this is something that is out of PM control so HR should be involved....?

HR can be involved but the question is what are the possible solutions ?. Can you provide them option to work from home if not everyday , some days of the week.
You can ask the team members to travel during off peak traffic hours that way they can save time.
Ultimately when you join a company you should be prepared to work at any of their locations, Its just something the team has to get adjusted to. HR will not be able to provide any solution .
Also it depends , in some companies HR departments are good and active and they give active listening to employees which helps in solving the issues. If you think your HR is helpful then you can refer the employees to talk to them and they will feel heard and can vent out.
