Requirements VS Deliverables

Dears,

I was wondering in which stage we link our requirements to deliverables to meet them, is it in the "collect requirements process" or in "Define scope process"?

Note: the requirements and the link to the deliverables and to the objectives are documented in the requirements traceability matrix.

when you goto next level of details, which is after you have collected the requirements.
