it might fall into - Cost - Risk - or ethics section - I think we can rule out Ethics because we are not hiding or doing anything against law. cost wise it will be definitely good if we take the job - then coming to risk - that is taking the Job - fist I will do an impact assessment then plan a mitigation - so I think it should be choice 4 - choice 3 - choice 1 -

Choice 3 is the answer as
Choice 3 is the answer as per PMI you can execute project in any vertical..i am not 100% sure with reality but........it is PMI

The PM must have already
The PM must have already studied about project management in the construction industy when he/she prepared for the job interview. Now is the time for yes/no decision.
