Risk Management Plan - Need Clarification

Hi All


If we observe the INPUTS of all process, it say "Project Management Plan" But if we observe "RISK Processes - it says 'Risk Management Plan' any idea, why this difference ??

Yes except Monitor and Control risks every risk process happens during the iterative process of Project Management plan development
