Variance analysis in cost management - accepted range

Hi,

PMBOK4 : Variance analysis in cost management mentions that % range of  acceptable variances will tend to decrease as more work is acomplished. This concept has really sounded very interesting to me. I remember copying the variance thresholds into project plan by taking them from corporate level baseline values. But I did not see the idea of % range decreasing over a period of time. Please share your thoughts/experiences in this regard.
