Risk management plan & input of budget, schedule processes?

The risk management plan provides information related to the cost and timing of risk activities.

I would expect to see it as an input of some cost and time processes, but this is not the case, why?

Risk management plan:

  1. Budgeting (assign Resources and estimated Cost for inclusion in cost baseline)
  2. Timing (When and how often; includes risk activities in project schedule)

 Risk management plan is expected to be part of overall PM Plan , hence its not shown as separate line item. Same applies for other plans too.

But the PM plan is not an input of the cost and time processes.
