Procurement Management Plan

In the Procurement Managent KA, the project management plan which includes Procurement management is an input to Conduct Procurement , Administer Procurement and Close Procurement Precesses. I underatsnd that the procurement management plan will be used even these processes has PM Plan as input.
My Question is:
Why Procurement Management Plan was not directly taken as an Input? Why should be the PM plan which is a indirect Procurement Management Plan?
Any light on this will be appreciated.

these processes not only require input as plan procurements , it requires input as other plans also.

This is similar to Quality,
This is similar to Quality, Communication and Human Resource KAs where a plan (Quality Management Plan, Communication Management Plan, HR Plan) is created during planning process, however, that plan doesn't become a direct input to the subsequent processes of same knowledge area.
