The cost over spending for a given point of time in the project is Cost variance. The other options
Actual cost doesn't give a picture of performance unless it is compared with earned value. The schedule variance will not show the overspending and Variance at completion at completion is the forecasted value, so I think it should be B, "cost Variance"
