Got this definition for "The Risk Management Plan:" is a standard deliverable document on a technical project that is used to describe the methods and procedures to be used to identify, evaluate and eliminate or minimize project risks.

Options 1,3 and 4 are relative to risk strategies. Option 2 is the best choice - find then act.

To understand the question well, we can rewrite it as "Risk management plan is used to : "

then let as analyze the answers:

1. Choice 1 - to avoid risks. Does risk management plan avoids risks? the answer obviously is No, as risk management plan sets only the "how to" and does not directly avoid the risk.

2. Choice 2 - to find risks. does risk management plan finds risks? answer is yes it does, as the risks are identified in this plan.
