Please advise on the reason for the following answers...

1) An Ishikawa diagram helps to:

  a) Examine special causes of special outcome

  b) Explore past outcomes

  c) Assign Responsibilities

  d) Control Responsibilities

Answer is B, but I was sure that the Ishikawa was a cause-and-effect diagram (A).
