Cost estimate is an iterative process. ROM (rough order of magnitude) is in range of +/- 50 % in initiation phase ( at start of project).This means estimate is very rough.
However when details are provided during project execution then this ROM could narrow down to +/- 10%.This means estimate is getting corrected and going towards actual.
If no information is provided on project phase then it is taken as +/- 50%.
