Hi I am new to this forum and looking for your help please.
I am study The Risk Mgt Chapter and have a question: You are a PM during execution process and one of the stakeholder identifies a new risk, What shall you do? I mean do i have to update the RISK MANAGEMENT PLAN which mean updating all the Management plans or what ?

After identifying a new risk, the first thing to do is capture the risk in the risk register for further qualitative analysis and quantitative analysis.
Risk management plan should not be changed. Brush up your knowledge on ' management plans'.

You have to update the RISK REGISTER and under Identify risk process.

but if the new risk has impact on the whole management plan, do i need to update it during execution process ???

how did the question
how did the question indicate that the risk has an impact on whole management plan? just curious.
One option could be that the freshly identified risk indicated that your risk identification process is ineffective, in which case you have to change the way you identify risks . this is covered as part of risk audits, if i am not wrong, and allows you to review the effectiveness of risk management plan and update it if required.
