This question is very kiddish, It asks for lowest cost. You check in answer options which is the lowest number and then see if there are activities which add up to that number. If they do then the answer is the lowest, if not goto next lowest number.
besides, 6,000 is actually the lowest amount in the options. Nevertheless, the learning point (from the perspective of the poster) is in understanding how to address such questions- i think.

Especially in Exams, network diagram should be furnished or asked to draw and then ask the question of crashing like two weeks or whatever.
