Question from Project Human Resources Management process..

Hello,

I came across one question from one of the leading book but not sure its right answer? The question is..

 

Who pay for training if the resource provided by functional manager lacks the knowledge to work on the operating environment project team is using.

 

1) Functional Manager

2) Project Manager

 

This book answer says Functional manager. Can you please tell me the reason if this is a really correct answer and why not Project pays for it, as per Develop Project team process tools and techniques if the team lacks necessary technical skills, such skills can be devolped as a part of project work and could be included in project budget?

Functional manager owns the resource, once he has completed the training he will return back to Functional manager. this will typically be the case in weak matrix , since the resources report into functional manager.

Hi Admin,

 

Thanks for replying back. Just for clarfication puprose,if this organiztion is a strong matrix;

Then what would be the answer? The question  doesnt give any hint of weak or strong matrix org and if the answer is differnent for strong matrix then how to find out the correct answer or do we need to assume in thais case any default org?

In Projectized or strong matrix, all the cost will be beared by projects , since the functional manager will not have much control over resources, neither they will have training budgets
