Answer : A
Should this answer not be B, considering that we arrive at the scope statement at the Planning phase.

What is the explanation given to Answer A?
The answer seems to be B.
1. The scope management knowledge area itself starts from planning process group.
2. The entry of Subject Matter Experts starts with collect requirements in Interviews, Focus groups and Facilitated Workshops vide page 114 of PMBOK 5.
