Integrated change control is essentially evaluating a changes impact to that of risk, time, cost, scope, quality and customer satisfaction, etc. and making an educated decision thereof of whether to approve/reject. Remember that Perform Integrated Change Control is part of Integration Management and that changes can occur mostly in the executing/moco groups. Thats in simple terms.
I usually just think of Configuration Management as version control. An example - project document updates are usually put through the config mngt process or a change to a deliverable must be updated in config mngt., etc. Also in simple terms!
Also please note that Integrated Change Control is a part of configuration management.
In terms of project management, configuration management is to make sure that all the project artifacts are up to date and valid. Perform integrated change control is a subset of configuration management to achieve above objective.
