In one of the mock tests I came across a question on impact of various parameters and I read that during initiating, staff levels are low as team might not be assembled. However, in Rita's notes staffing levels are considered to be high during initiation. 

Please advise what is the correct approach to this.. are staffing levels high or low during initiation?
