Any changes that already have a reserve created for it would be accounted for in the project management plan as part of risk management effort and should be handled as part of the Direct and Manage project work rather than integrated change control.??

Am confused about this statement thought all changes go through the perform integrated change control especially if it affect the baseline or project charter and other key project document.
